“Sonaeru” is the film’s preparation half. It looks at Fudai village in the 1970s-1980s and frames disaster prevention as a long argument against complacency.

What the arc is about

The core conflict is civic patience: a mayor remembers the 1896 and 1933 Sanriku tsunami disasters and pushes for protection that may look excessive until a future tsunami proves why it mattered.
