How it works in the anime
The important thing is not a formal power-ranking chart. 4 Cut Hero uses abilities as character pressure: a hero can still be ridiculous, a demon general can still need a day job, and a dragon or swordsman can be funny because the setting keeps dragging epic identities into ordinary problems.
